In 2003, the ACT Legislative Assembly Standing Committee on Health held an inquiry into maternity services in the ACT and delivered it's report A Pregnant Pause: The future for maternity services in the ACT.
One of the key recommendations arising from this report was for the Government to undertake a needs analysis of the Canberra Midwifery Program (CMP), which the government agreed to.
